I don't know what they're complaining about. 28-character passwords containing a mixture of upper and lower case letters plus numbers and symbols are immune to a dictionary attack, and a sequence generator will take a long time to get up to 28 character combinations.
Personally, I think that if they can't figure out that it is an encouragement to change their passwords to something I don't know, well, then they can just keep on trying to type all of that in (plus the fact that I'm notorious for "accidentally" throwing away post-its that I find with passwords).
